FFW lauds SSS assistance for workers affected by Ondoy; joins relief operations
September 30, 2009

The Federation of Free Workers (FFW) lauds the Social Security System for opening calamity and housing repair loan windows for its members who were ravaged by floods caused by Typhoon Ondoy.

"We hope that the SSS will be more lenient in extending support to members who still have outstanding loans," lawyer Sonny Matula, FFW vice president said.

At a meeting earlier today of the Social Security Commission, the policy-making body of the SSS, the Commission decided to reduce interest rates from 13 per cent to 9 per cent for housing repair and improvement loans.

Financial assistance

In addition, the workers group is also asking the SSS to allot funds to provide direct assistance to affected workers. "Workers, whose homes, properties and livelihood were washed away by the worst flooding that has hit the nation's capital and 24 other provinces need all the help they can get," Matula added.

In a major decision earlier today, the SSS released Php 100 million to assist victims of Typhoon Ondoy. Of the amount, Php 60 million will go to the relief efforts of the Department of Social Welfare and Development; Php 30 million to the Office of the President; and, Php 10 million for the initiatives of workers’ and employers organizations.

In the same meeting, the SSS decided to allow members to renew their salary loans ahead of time. Those who have given 36 monthly contributions may apply for a loan equivalent to one month’s salary; while those who have contributed 72 contributions, may apply for two month’s worth of salaries.

"Normally, payments for previous loans are deducted when members avail of new loans. But we just experienced an unimaginable calamity no one wants to happen. Workers availing of calamity loans should get the whole amount. This may not even be enough to recover half of everything they lost during the disaster," he added.

"The SSS provides social protection to its members. Members should be able to access funds they have contributed to in times of distress," Matula further added.

Unemployment insurance

The effects on employment of Typhoon Ondoy bring to mind discussions on unemployment insurance that arose at the onset of the global financial crisis.

"This fatal flood that has caused not only the lives of hundreds, but the jobs and livelihood of hundreds of thousands of workers only emphasize the need for an unemployment insurance to cover for the basic needs of their families and communities," he said.

Relief goods and financial assistance

Meanwhile, the FFW has also started collecting relief goods for workers, unionists and the members of the community who have been victimized by the floods. They have asked support from its members and from trade unions in other parts of the world.

"We have sought the help of our trade union brothers and sisters here and abroad in the spirit of solidarity, for our beleaguered countrymen," Matula added.

"Local and international solidarity is important not only in our everyday struggles as unionists and workers. It extends to the whole community, who face an even greater struggle--to survive!" Matula concluded.
